I've seen an adult move like that after a head injury. I'd bet it's something neurological, but no clue what could be the cause or what exactly is damaged/not working. A dose of vitamins/electrolytes like Sav-a-Chick wouldn't hurt, might help. If it doesn't improve soon, please consider culling. Best of luck regardless.

Definitely a neurological disorder, possibly a genetic disorder....if that way from hatch, something went wrong with the genes during embryonic development.
