My almost 14 week old is "honking"

They have all been panting a lot all day for the last couple of days. I have done every single recommendation I can do to keep them cool but they're still hot all the time. So it's hard to say if she's struggling to breath when they're always panting and too often pretty heavily.
Have you put a fan in there area, I hate to ask common sense things but you never know.....also you could freeze frozen water bottles and then at night line there coop to help cool the area for them or give them so shaded area and make sure water is cold or or warm but not hot

I have an exhaust fan, yes. (In the coop) The coop is now typically two degrees warmer than outside so not much more but they're panting all day in their run too. I turned on a small indoor fan and put it by the run but they seem to mostly want to stay away from that. It's shaded, ice in the water, even hosing down the dirt bath for a cool spot and started dipping the girls into some colder water for relief.

I tried a big bag of frozen ice in the coop one night but didn't impact the temp.

The same chick has an odd breathing she is doing where it's a breathe I can hear...like a hard pant, I guess?
Shes not doing it with every breathe but doing it regularly.
